Find Direct Service Providers by County

If you are a Kansas resident who is struggling and seeking tools to bring stability and prosperity to your home and community, you may be eligible to receive assistance from a funded agency. Click on a county below to find services or reach out to United Way 211, HUD’s Find Shelter Tool, HUD’s Resource Locator, or KHRC’s Affordable Housing List.

The map is divided into sections by Community Action Agencies and the services they provide. Additional providers of emergency shelters, domestic violence shelters, Tenant Based Rental Assistance (TBRA), and Weatherization Assistance are also listed by county.


Please note that while KHRC administers the funding for Community Solutions services, KHRC  is not a direct provider of grants or services to individuals.

Community Services Block Grant (CSBG)

CSBG provides critical funding to eight Community Action Agencies (CAAs) to operate programs that reduce poverty, revitalize low-income communities and empower low-income families and individuals to become fully self-sufficient.

CSBG serves low-income Kansans through a collaborative partnership with eight local eligible entities, funded through KHRC. Please contact your local community services agency to determine your eligibility. CSBG income eligibility levels are currently set at 200% of the Federal Poverty Guidelines, as defined here.

Emergency Solutions Grant (ESG)

Emergency Solutions Grant (ESG) funding helps engage homeless individuals and families living on the street, improves the number and quality of emergency shelters, provides essential services to shelter residents, and provides rapid rehousing, preventing Kansans from becoming homeless.

ESG is designed to assist individuals and families experiencing homelessness through a network of service providers across Kansas. Service providers apply through a sponsoring unit of general purpose local government and/ or private nonprofit organization.
Homeless individuals or families include:

  • Those who lack a fixed, regular, adequate nighttime residence
  • Those who will lose their primary nighttime residence within 14 days
  • Unaccompanied youth under 25 years of age, or families with children and youth who have not had permanent housing in the past 60 days
  • Those fleeing or attempting to flee domestic violence

ESG is federally funded through the Department of Housing and Urban Development (HUD). Additional local funding is provided as matching funds by the cities, counties and non – profit agencies.

Tenant Based Rental Assistance (TBRA)

Tenant Based Rental Assistance is a program designed to help income-eligible households with rent, security deposits, and/or utility deposits.

Federal HOME funds

Weatherization Assistance Program

Weatherization improves energy efficiency and lowers utility bills by ensuring your home holds in heat and air conditioning while keeping hot and cold air out. Eligible households receive a comprehensive home energy audit to identify inefficiencies and health and safety concerns. 

All services and upgrades are provided free of charge by our certified energy auditors and network of professional crews and contractors.

Income-eligible homeowners and renters in Kansas can receive weatherization assistance. Households that receive Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), or utility assistance from the Low Income Energy Assistance Program (LIEAP) are automatically income-eligible.

Weatherization Assistance is funded through the Department of Energy, Health and Human Services, KHRC, and local utility partners.

First Time Homebuyer Program (FTHB)

FTHB helps enable the dream of homeownership through offering first-time buyers assistance with down payment and closing costs. KHRC collaborates with a network of participating lenders across the state, allowing homebuyers to apply for a 0% interest loan in the amount of 15 or 20% of the home’s purchase price. If the homebuyer remains in the home for 10 years, the loan is forgiven! 

Kansans across the state who have a median income at or below 80% of their area, except for those purchasing in Johnson County, and the city limits of Kansas City, Lawrence, Topeka, and Wichita.  These areas administer their own federal funds, which may or may not be used for homebuyer assistance.

Home Loan Guarantee for Rural Kansas (HLG)

The Home Loan Guarantee for Rural Kansas (HLG) helps financial institutions guarantee the gap under a loan used for land and building purchases, renovation, and new construction costs that may be capitalized or financed within rural Kansas counties. HLG will guarantee the amount of the loan that exceeds 80% of the appraised value of the home, up to 125% of the appraised value of the home subject to the loan. Each amount of guarantee shall not exceed $100,000.

The Home Loan Guarantee for Rural Kansas serves financial institutions that serve existing and prospective homeowners in rural Kansas counties. Eligible financial institutions include banks, trust companies, savings banks, credit unions, savings and loan associations, or any other lending institution.

$2 Million in Non-Recourse Guaranty through the Kansas Rural Home Loan Guarantee Act.  The amount of each guarantee shall not exceed $100,000.

Manufactured Housing

Kansas Housing establishes installation standards of manufactured housing. The team oversees manufactured home installer licenses including examination, certification, and revocation. KHRC can also assist in resolving disputes between the owners and installers of manufactured homes.

Kansans who purchase a manufactured home are protected by ensuring the installer is licensed and uses the standards developed by KHRC.

Home Loan Guarantee for Rural Kansas (HLG)

Example - $200,000 Appraisal

HLG provides from 80% of the appraised value up to the loan amount or 125% of the appraised value, whichever is less, subject to an overall limit of $100,000.

  1. If the loan amount is $225,000, the guaranty is $65,000 (80% of the appraisal up to the loan amount because the loan amount is less than 125% of the appraisal)
  2. If the loan amount is $250,000, the guaranty is $90,000 (80% of the appraised value up to the loan amount because the loan amount is equal to 125% of the appraisal)

Manufactured Housing

Installer candidates must complete an installation training course and examination certified by KHRC. Both Installer and Apprentice Installer candidates should submit their application and fee ($300 for installers, $75 for apprentice) by mail to:

Kansans requesting dispute resolution:

If a problem arises with a manufactured home, the first contact should be the retailer. Most problems can be eliminated quickly. If the retailer cannot help, the second contact should be the manufacturer. Manufacturers, for the most part, are quick to respond to problems.

It is important to put a report of a defect in writing so that there will be proof of date of delivery. Also, make a copy to keep with your records. After reporting an alleged defect, the reporting party or homeowner is encouraged to allow time for a satisfactory resolution of the reported defect before initiating the Manufactured Home Dispute Resolution Program.

If a satisfactory resolution of the reported defect is not obtained, the purchaser must complete the Dispute Resolution form inside the Dispute Resolution Packet. A check or money order for $100.00 made payable to “KHRC” is required. The Dispute Resolution form and the check must be mailed to:
