The Journey Home: A State Housing Update from KHRC

On April 24, 2025, Governor Kelly signed House Bill 2289, which implements additional requirements regarding the Kansas Affordable Housing Tax Credit (KAHTC), including:
- Limiting 2025 KAHTC awards to $25 million;
- Beginning in 2026, discontinuing the KAHTC for 4% awards and implementing an $8.8 million cap for 9% awards; and
- Discontinuing the KAHTC after 2028.
KHRC incorporated the 2025 KAHTC limits into our 2025 Qualified Allocation Plan (QAP), which governs how federal Low Income Housing Tax Credits (LIHTC) and state KAHTCs are awarded. Program guidelines for future years will be implemented through the QAP process in each corresponding year.
