KHRC Announces New Director of Housing Development

Kansas Housing Resources Corporation (KHRC), the state’s housing finance agency, is pleased to share that Deanne Engstrom will lead the organization’s Housing Development efforts. Engstrom, who brings more than a decade of banking and lending experience to the role, has served as KHRC’s Housing Development Manager since September 2024 and will direct a portfolio of seven programs that create new homes for Kansans.

As Housing Development Manager, Engstrom oversaw operations and management of KHRC’s Moderate Income Housing (MIH), Kansas Housing Investor Tax Credit (KHITC), and Revolving Loan Fund (RLF) programs, state initiatives that invest in housing for rural Kansas communities. In her new role she will manage these resources as well as the Kansas Affordable Housing Tax Credit and the federally funded Low Income Housing Tax Credit, National Housing Trust Fund, and HOME programs. Previously she served as senior vice president in various lending roles at several local banks. She holds an accounting degree from the University of Missouri – Kansas City and is a graduate of the Graduate School of Banking Colorado.

Engstrom replaces Alissa Ice, who has served as KHRC’s Director of Housing Development since 2020. Under Ice’s leadership, KHRC implemented a new statewide Qualified Allocation Plan, which governs how housing resources are awarded across the state, and oversaw the state’s first comprehensive statewide housing needs assessment in nearly 30 years. The study revealed an acute statewide housing shortage, resulting in the establishment of new state resources and programs, tripling KHRC’s rate of housing development, and creating thousands of new homes for Kansans.
