Notice of Housing Needs Hearing 2025 Annual Action Plan

The State of Kansas will conduct a public hearing to provide an opportunity for citizens to review and comment upon the preliminary draft of the 2025 Action Plan of the 2024 – 2028 Kansas Consolidated Plan. An amendment for the 2024 Annual Action Plan is also available for review and comment.  The Consolidated Plan is the State’s policy framework for federal community development and housing programs.

The proposed 2025 Action Plan and Amended 2024 Annual Action Plan will be available during the public comment period, October 1-31, 2024 on the Kansas Housing Resources (KHRC) corporation website.  Limited hard copies will be available at the public hearing site and upon request. Please direct written comments to the attention of the Consolidated Plan, at the address listed below.

Estimated resources available annually in the 2025 Annual Action Plan include approximately:

  • $28,786,581 from the Community Development Block Grant (CDBG)
  • $5,871,509 from the HOME Investment Partnerships (HOME)
  • $3,000,000 from the Housing Trust Fund
  • $1,645,105 from the Emergency Solutions Grant (ESG); and
  • $800,244 from the Housing Opportunities for Persons with AIDS (HOPWA) programs

Additionally, for CDBG the 2024 Annual Action Plan will undergo a substantial amendment, focusing on the closure of the State Revolving Loan Fund (RLF), which is expected to return approximately $4.5 million to the state. Of these funds, $1.5 million will be allocated for planning to develop pre-approved community center designs under the Community Facilities category, and another $1.5 million will support the 2024 Commercial Rehabilitation program. The remaining returned funds will be directed to Community Facilities. Furthermore, up to $2.4 million in unspent 2023 funds will be reallocated to enhance 2024 program categories, including Commercial Rehabilitation, Water/Sewer, Youth Job Training, and Housing Rehabilitation.
