The State of Kansas will conduct a public hearing to provide an opportunity for citizens to review and comment upon the preliminary draft of the 2027 Action Plan of the 2024 – 2028 Kansas Consolidated Plan. The Consolidated Plan is the State’s policy framework for federal community development and housing programs.

The proposed 2027 Action Plan will be available for public comment from October 1 to 31, 2026, at www.kshousingcorp.org. Limited hard copies will be available at the public hearing site and upon request. Please direct written comments to the attention of the Consolidated Plan, at the address listed below.
Estimated resources available annually in the 2027 Annual Action Plan include approximately $14,946,818 from the Community Development Block Grant (CDBG), $5,889,910 from the HOME Investment Partnerships (HOME), $3,311,933 from the National Housing Trust Fund, $1,662,977 from the Emergency Solutions Grant (ESG), and $864,874 from the Housing Opportunities for Persons with AIDS (HOPWA) programs.
Proposed Amendment to the 2025 Annual Action Plan:
The proposed Substantial Amendment would authorize the use of up to $1,000,000 in uncommitted and available 2025 CDBG funds to establish a special multi-unit housing rehabilitation pilot project for an eight-unit apartment property. The amendment would also expand the Kansas CDBG Economic Development Program to allow eligible business finance activities.
