Kansas Housing Resources Corporation (KHRC) is seeking applications from interested, eligible organizations in accordance with this Request for Proposals (RFP) to be designated as a Community Services Block Grant (CSBG) Eligible Entity and administer CSBG in the following 35 counties: Barton, Cheyenne, Decatur, Ellis, Finney, Ford, Gove, Graham, Grant, Gray, Greeley, Hamilton, Haskell, Hodgeman, Kearney, Lane, Logan, Meade, Morton, Ness, Norton, Phillips, Rawlins, Rooks, Rush, Scott, Seward, Sheridan, Sherman, Stanton, Stevens, Thomas, Trego, Wallace, and Wichita.

Interested organizations may attend a public CSBG orientation hearing online via Teams on March 12, 2026, 2:00 p.m. (CST) by registering online.

Applicants are advised that direct services funded by CSBG are restricted to Kansas residents with household incomes that fall at or below 200 percent of the Federal Poverty Guidelines.

Applications and required documents must be emailed to CSBG@kshousingcorp.org before April 13, 2026, 5:00 p.m. (CDT).

Questions regarding the application process may be submitted via electronic mail to CSBG@kshousingcorp.org prior to March 12, 2026, 5:00 p.m. (CDT). Questions and answers received will be posted on the KHRC website on March 13, 2026.

The primary intended use of the grant funds awarded to Kansas and to sub-grantees is “to provide assistance to local communities in Kansas, working through a network of Community Action Agencies and other neighborhood-based organizations, for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals in rural and urban areas to become fully self-sufficient.”

Funded by the U.S. Department of Health and Human Services (HHS), the CSBG program supports local service partners that provide resources and assistance to low-income community members. KHRC serves as the state’s CSBG program administrator. CSBG grant awards fund a range of community services, including job training, financial management education, childcare services, housing and food assistance programs, and more.
