On August 4, KHRC’s Executive Director, Ryan Vincent, joined with state and city officials, tenants, and developers in Colby for a ribbon cutting at Willow Estates duplexes. The 18 new two- and three-bedroom homes constructed by Excel Development, are available in an affordable price range to serve the community’s growing housing needs. The development was funded in part through state and federal Low Income Housing Tax Credits (LIHTC) administered by the Kansas Housing Resources Corporation (KHRC).
Vincent and others made remarks to commemorate the event. “This is so much more than four walls and a roof. It’s where families will grow, seniors will watch grandkids, and employees from the hospital or college can live. It’s a neighborhood. It’s economic development,” remarked Vincent.

Lisa Morphy, a Colby Community College employee, was one of the first residents to move in. She remembers, “When they were building these, I drove by with my sister and said, ‘I want to live there. She told me I’d never be able to afford it.’” Now that she’s found a home at Willow Estates, Morphy feels she “got the golden ticket.”
