RFP - Kansas Weatherization Assistance Program

Kansas Weatherization Service Provider Request for Proposal and Notice and Public Hearing.

Kansas Housing Resources Corporation (KHRC) is requesting proposals from interested parties to serve as a Service Provider for KHRC’s Kansas Weatherization Assistance Program.  This request is under the auspices of the U.S. Department of Energy Weatherization Assistance Program (10 CFR 440) with the intent to enter into weatherization contracts for the 2017 program year starting July 1, 2017.  The geographic area to be served under this proposal covers Barton, Clark, Comanche, Edwards, Finney, Ford, Grant, Gray, Greeley, Hamilton, Haskell, Hodgeman, Kearny, Kiowa, Lane, Meade, Morton, Ness, Pawnee, Rush, Scott, Seward, Stanton, Stevens, and Wichita counties.  The Request of Proposal (RFP) and associated documents can be found on KHRC’s website at:  http://www.kshousingcorp.org/more-program-information.aspx.  Completed proposals must be received by KHRC by 1:30 p.m. central time, June 26, 2017. 

KHRC will conduct a public meeting to provide an opportunity for interested parties to comment on and ask questions about the RFP.  This meeting will be held May 25, 2017, starting at 10 a.m. at the Kansas Housing Resource Corporation at 611 S. Kansas Avenue, Suite 300, Topeka Kansas.   A call in teleconference option will be available on that date by calling 877-278-8686, PIN# 733312.

Completed proposals will be evaluated based upon the proposal submitted and public comments received during a public hearing.  KHRC will conduct a public hearing to provide an opportunity for citizens and interested parties to comment on prospective service providers.  The public hearing will be held June 26, 2017 starting at 1:30 pm at the Kansas Housing Resources Corporation.  KHRC is located at 611 S. Kansas Avenue, Suite 300, Topeka, Kansas.  Written public comments may be submitted prior to the public hearing date.  All written comments must be received by 5 pm June 25, 2017.

Notice of Funding - 2017 Tenant Based Rental Assistance



Applications for the 2017 TBRA program are now available. Completed applications must be returned to KHRC no later than 4 p.m. on Friday June 30, 2017.  Total funding for the 2017 TBRA program is expected to be approximately $1.4 million.

The Tenant Based Rental Assistance Program (TBRA) is funded through the HOME Investment Partnerships (HOME) Program.  HUD allocates funds by formula to eligible State and local governments to strengthen public-private partnerships and to expand the supply of decent, safe, sanitary, and affordable housing, with primary attention to rental housing for very low-income and low-income families.

Applications for funding to operate a Tenant Based Rental Assistance program will be made available to local units of government, public housing authorities, and non-profit agencies, and will be considered on a competitive basis.  Tenant Based Rental Assistance (TBRA) is a program designed to help income-eligible households with rent, security deposit, and/or utility deposits. Assistance in the form of a payment to the landlord helps reduce a household’s housing expense to 30 percent of their income.
