NOTICE OF FUNDING AVAILABILITY

2019 HOME TENANT BASED RENTAL ASSISTANCE

Applications for the 2019 TBRA program are now available. Completed applications must be returned to KHRC no later than 4 p.m. on Friday June 28, 2019.  Total funding for the 2019 TBRA program is expected to be approximately $1.4 million.

The Tenant Based Rental Assistance Program (TBRA) is funded through the HOME Investment Partnerships (HOME) Program.  HUD allocates funds by formula to eligible State and local governments to strengthen public-private partnerships and to expand the supply of decent, safe, sanitary, and affordable housing, with primary attention to rental housing for very low-income and low-income families.

Applications for funding to operate a Tenant Based Rental Assistance program will be made available to local units of government, public housing authorities, and non-profit agencies, and will be considered on a competitive basis.  Tenant Based Rental Assistance (TBRA) is a program designed to help income-eligible households with rent, security deposit, and/or utility deposits. Assistance in the form of a payment to the landlord helps reduce a household’s housing expense to 30 percent of their income.

2019 CSBG Discretionary Funding

KHRC is soliciting bids from CSBG Eligible Entities and community organizations for community and neighborhood-based initiatives related to the purposes of the CSBG Act.  Applicants should be able to describe how their proposed project is an effective and innovative approach to ameliorate the causes and effects of poverty.

The amount of funding available through this funding opportunity is $71,510.  Applicants may submit proposals for the full amount available or a lesser amount.  The period of availability for FFY 2019 discretionary funding extends through September 30, 2020. 

Proposals shall be submitted to Hugh Poole, CSBG Program Manager, Kansas Housing Resources Corporation, before the close of business on May 17, 2019.

2019 Emergency Solutions Grant Application (ESG)

 

Applications for the 2019 ESG program are now available and due by May 10, 2018.

The expected amount is for the 2019 ESG is $1.5 million. 

Announcements of ESG awards will not be made until after 2019 ESG funding is available to KHRC.

The Emergency Solutions Grants Program (ESG) is a federal block grant authorized by subtitle B of the McKinney Vento Homelessness Assistance Act and is administered by the U.S. Department of Housing and Urban Development. ESG amounts are to be used for services to homeless and near homeless individuals and families in these major categories:

  • Renovation, major rehabilitation or conversion of buildings for use as emergency shelter facilities
  • Payment of certain expenses related to operating emergency shelter facility
  • Provision of essential services related to emergency shelters and street outreach for the homeless
  • Provision of rapid re-housing assistance
  • Development and implementation of homelessness prevention activities

For 2019, The ESG grant period will be for twelve (12) months, July 01, 2019 through June 30, 2020.   HMIS funds will be capped at 1.5% of the total amount of ESG funds awarded.  All shelters must complete the ESG Shelter Habitability Checklist with the 2019 application.

This application requires that you certify that if awarded a 2019 ESG grant, your agency and your sub recipient agencies are in compliance with the Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards at 2 CFR part 200.
